Possibly. Did you complete the COVID-19 questions for both 1099-Rs? Check your entries again for both 1099-Rs.

After getting the 8519E form updated I noticed the 8915B form attached to my return. I had a withdrawal for Hurricane Disaster in 2017. I paid 1/3 of the $100,000 in 2017, 2018 and 2019, it is taxing me on $33,333 again in 2020, per the (not finalized form) 8915B.
I did have the information imported from my last years return, if I enter all my information manually, will I be able to drop the 8915B form? Or should I wait till it has a final update, to see if it corrects?

Some people took their 2017 distribution in 2018 and that is triggering the 8915-B. If you are not one of those people, then it should not be attaching to your return. If the program believes you should be reporting it, the form will not stay deleted. You need to verify your entries in the program are not marked for the 2018 distribution.
