2019 Tax question

I am filing from overseas where I live as a full time resident.  My total income for 2019 was $19,664.  That is below my standard deduction for married filing jointly of $24,400 so according to the 1040 there is no taxable income on line 11b so 0 in that block.  Next page of my 1040:  Line 17, I had $139 in federal taxes in 2019.  Then on line 12a it should be 0 tax correct?  Therefore the IRS owes me back the $139.00 correct?  Please advice.  No other income,  No other distributions on page 1 of 1040.  Thanks very much.
