I received a refund in 2016 which I applied to my 2017 estimated taxes. This released me from needing to make any estimated tax payments throughout 2017. When turbo tax asks me if I made estimated tax payments, do I click “no” because I physically didn’t need to write any checks or “yes” because I did actually make them but did it with my refund?

If you used TurboTax last year, the payment will be carried over, so you would not again enter it.
If this is the first year you are using the TurboTax software, please enter it as a payment made on the "Estimated Payment" screen.
You can get to this screen by typing estimated tax payments into the search and then click on jump to estimated tax payments -OR- by clicking on the Personal tab, then Deductions and Credits, then scroll down to "Estimates" which is under "Estimates and Other Taxes Paid".
To check that the proper amount of tax payments are being calculated, click on the Forms icon at the top right of the screen and look at the Tax Payments worksheet. To see if the refund from last year carried over to this year, look at the Tax Payments worksheet line 6. (please see screen shots below)
