2 w2s from the same employer from living in 2 different cities

My employer has taken forever to update my taxes to be taken out for the city I live in, some of my taxes for 2019 still went to the old city I lived in. I have no idea how to file these on my own. The w2s are in page 1 and 2 the one w2 has “total city” the other has a locality name and the current city I live in, how on earth do I file these? And how do I get the money back from the city I no longer live in but have paid taxes too?

what cities/localities becuase TT only does a few of them.  the others have to be manually prepared either using state online prep or downloading forms to fill in and mail.
