In New Jersey, the minimum gross income required to file a return is:
For gross incomes below these levels, there is no tax liability which explains why line 39 on NJ-1040 pg. 2 would be blank for line 29 amounts below those given above for given filing statuses.
Assuming that your filing status is Married filing jointly, Head of Household, or Qualified Window(er), your NJ return is correct for the gross income that was reported on line 29. Since you have no tax liability to New Jersey, this means you will get all your withheld NJ tax refunded to you.
I just tried entering a NJ return in a practice case and the line 39 amount did appear there.
You may want to try to clear the error, by deleting the NJ return and starting over. First of all, be sure that you have all your income and deductions entered in the Federal section before proceeding. To delete the NJ return:

In the meantime, does your test case have data such that all of the NJ state taxes paid are returned as a refund ( thus $0 tax paid in 2025 ) ??

That is strange behavior, yet I observe that this IS the same behavior as 2023 & 2022 Turbo Tax
when my joint income was less than $20k.
In 2024, my income was above $20k and line 39 did have a correct value in it.
