That "Review your 1099-R summary" page on the desktop version has orange buttons labeled "NEEDS REVIEW" but tge buttons don't work. I uninstalled and reinstalled the software today (February 2) to make sure I had the latest version but the error persists. How do I get this to work?

Yeah...some folks , for some reason, encountered a similar situation....mostly with SSA-1099 forms. Deleting a carried over form in their forms list (Forms Mode for the Desktop users), and then re-entering it in the interview....that usually fixed the situation for them
And when you go into the 1099-R area...and the table of 1099-R forms displays...
Nothing happens when you click on the pencil on the rt-side of the 1099-R listed?
There were no pencil or trash can icons. I have now gone in via the forms versions and entered some info and now when I go back into the "Review your 1099-R summary" page the icons now appear and are working. I ran into the same issues with the "Your charities and donations" page. Since I manually entered data into the forms the icons are magically appearing so I can finish things.
Odd, but having worked in the software world for years I know things don't always work the way they should.

Having same problem with 1099-MISC input and charitable contributions. Getting really annoyed. Haven't seen things this bad in over 20 years of using turbo tax. Not happy if the fix is to re-input data that should be carried over.
Per the response from @SteamTrain "Deleting a carried over form in their forms list (Forms Mode for the Desktop users), and then re-entering it in the interview....that usually fixed the situation for them" so just delete one item and it should work. You won't have to delete them all and re-enter. Hope that works.
