I received a 1099NEC from Wisconsin Physicians Insurance (WPS) for reimbursement of medical mileage in 2020. Does this get reported on Form C as business income? I was reimbursed at 33 cents per mile. If this is considered business income, do I claim the business mileage rate for expenses?

If you were self-employed, you would report as business income and can apply the expenses. The IRS mileage rate for 2020 is 57.5 cents.
Were you an employee or independent contractor?
My husband and I are disabled and the County we live in has a program with WPS that reimburses me for medical mileage I report to them at 33 cents per mile. Since WPS reported this on a 1099NEC, Turbotax takes me to Form C to report this as business income.
Your 1099-NEC should flow to Other Income since you are not self-employed and it was reimbursement for medical mileage through the County.
