1099-R Box 14a Coding Error for a New York State IRA distribution

An error appears on the 1099-R income form Box 14a indicating that the NYS tax withholding cannot be equal to or greater than the gross distribution.  This is preventing me from electronic filing of my income tax forms.  The NYS tax withholding is only a small percentage of the gross distribution.  The error must be in the coding.  I am unable to resolve this.  All of the entries on this form coincide exactly on the 1099-R statement.  I deleted the form and reentered all of data into a new 1099-R form, and the error persists. Turbo Tax assistance and resolution to this matter is appreciated.  So frustrating!

You need to enter the amount from box1 of the Form 1099-R in box 16, state distribution, so you can complete your tax return and e-file.  The state distribution does NOT flow to the state tax return.
