We live in a West Virginia, but my husband did a training in Texas and received an honorarium. We got sent a 1099-NEC that lists the amount only in box 1. When we do our West Virginia taxes, TurboTax tells us to go back and "Check This Entry" "Worksheet H & E(1): State postal code must be entered." There is then a dropdown menu, but Texas is not an option because there is no income tax in Texas. It also does not give us the option to choose West Virginia. It is endless loop every time we try to complete our WV taxes because we just get sent back to this page. If we bypass it and click on the box that says not to correct the error, TurboTax states it will not e-file for and that we have to send in a paper copy. Do we need to correct something or should we just send in a paper copy of the return to WV? We send nothing to Texas, correct?

Because there is no income tax in Texas it does not matter where your spouse earned the money on that 1099. You can pick any location you want and then just make sure that West Virginia taxes the money like you would if you earned it there.
In fact, you can go back to the 1099-NEC that you entered into your federal return and change the address on it to a West Virginia address and it will have no effect on your federal return at all and it will fix this issue with West Virginia right away.
