My brother in law who works at a grocery store got some money 2023 as part of 'CT Essential Worker Relief fund'. He received a 1099-NEC. When we enter this detail in turbotax, it is creating a Schedule C. He does not have a business, just the grocery store worker. Turbotax does provide an option 'This is not money earned as an employee or self-employed individual. It is a sporadic activity or hobby.' . This option does not create Schedule C.
This option seems fitting as it is a one time payment by state of Connecticut for Essential workers during Covid. Am I right to pick this option and not file any Schedule C paper work for a business?

That is the correct option to take. He did not receive that payment as part of self-employment so no schedule C should be generated.
