1099-G from prior year - Why taxable?

I received for 2022 a 1099-G (for local tax refunds) for both 2020 and 2021 tax years.  Since I took the standard deduction in both 2020 and 2021, it seems to me that both refunds should be non-taxable.  Yet, Turbo Tax causes the refund for 2020 to be taxable.  Why?  And how do I correct that?

1099-G from prior year - Why taxable?

Because you should not be entering the 1099-G into your return at all.  The only reason to enter it is if you took the deduction in the prior year.  Just delete it and you're all set.
