I received a 2 1099-G forms - one each for 2019 and 2020. I used Standard Deduction for both years. When I enter them individually into Turbo Tax, the 2019 is added to taxable income and should not. Tried combining them and it was not included as income. Is this the correct way to enter - concerned that the information will not match what is reported to IRS.

If you used the standard deduction for both years, there is no reason to enter either of the 1099-G's for your local tax refund. Since you did not get a tax deduction for it, it is not taxable income.

Several years ago we received a 1099-G and counted it as income but didn't put in correct area. IRS came back and wanted payment - easier to pay than correct.
Yes, it is reported to the IRS, however, even when you enter it on your return in TurboTax, your entry is not sent to the IRS. The IRS can see that you took the standard deduction. It doesn't hurt that you entered it, however, it is not taxable income and is not included on any forms.
