Is a CDHP (Consumer Driven Health Plan) the same as an HDHP?

Yes and no.

A CDHP is a high-deductible health plan (HDHP) combined with a tax-advantaged healthcare account such as a health savings account (HSA) or a flexible spending arrangement (FSA).

If you're covered by a CDHP, by definition you should also be covered by an HDHP.  However, if you have an HDHP but no accompanying healthcare account, you just have an HDHP.
