You can NOT claim the credit if it is a used car. Only new cars are allowed to receive the credit. And you do not have to itemize to claim the Credit. You do need the Vin #, Date of Purchase, Kilowatt hours of battery life, Date the car was put into service, Price of the car and the weight of the car to fill out the form.
How much you take out of your paycheck each month has nothing to do with the tax credit. Lets say you have had 11,000 taken from taxes and you owe the government 7,000. You would get back only 7,000 instead of the 7500 AND get back the 4,000 you overpaid in taxes for a total 11,000.
You can ONLY use the credit if it is a NEW car. And you can take the Credit if you Itemize or take the standard deduction.
Then why are years listed clear back to 2013 on that page?
The instructions for Form 8936 are found below. They include a detailed description of what vehicles qualify for the credit. The credit phases out for each car manufacturer when they reach a total of 200,000 electric cars sold for use in the United States.
