For state taxes I donated my refund.The refund & donation amount are on 1099-G.Should I claim refund and then donation as charitable donation or not input either?

Yes, you need to report the refund as income and then you can report the donation as a donation to charity.  You'll get an IRS letter and a bill if you don't report the refund as income.
