Can I deduct city property taxes for cars that I continue to own?

I.e., not newly purchased. The tax is based on valuations. My state is not listed as one for which one can deduct property taxes for cars.

Yes you can deduct those city property taxes. Although you cannot deduct any state property assessments, you can deduct any state, city or local property taxes. By your description, those taxes are based on the vehicle value and can be deducted.
