Purchased a brand new home. Solar panels were installed on the roof as part of the purchase price. Can I still deduct?

Yes, the 30% tax credit for the cost of buying and installing a solar system is available for 2018 and 2019. 

You will have to figure out the portion of the purchase price that was for the cost and installation of the solar panels.
