Did a court or custodial parent put in a garnishment request? When the payment plan was put into place, was the IRS notified to stop the garnishment? You will need to research and see what your situation is. The IRS should be able to tell you if there is a garnishment order in place.
Your question could be interpreted two different ways.
If you have a tax debt and you have a payment plan with the IRS for your tax debt, the IRS will definitely confiscate any tax refund and apply it to the tax debt. It won’t change the amount of your monthly payment but it will reduce the total number of payments you have to make.
If you have a child support debt, it is up to the state agency responsible for child support payments to forward the debt to the IRS. It’s not automatic. If you have a payment plan with the state child services agency, you will need to ask them whether they will also forward your debt to the IRS for collection.
