should we enter a manual W2 with her wages in box1 and 16 and nothing in box3,4,5,6 ? or enter as less commun income / misc income / other reporting income ?

No. Enter your wife's foreign wages as Other income not already reported on a Form W-2 or Form 1099. It's another option in Miscellaneous Income.

  1. Start Other income not already reports on a Form W-2 or Form 1099
  2. Say Yes to Other Wages Received
  3. Say Yes on Any Other Earned Income
  4. Tap Other on Enter Source of Other Earned Income
  5. Enter a Description and Amount on Any Other Earned Income

If you are a green card holder working for a foreign government or international organization, you generally must report your earnings as wages but are not subject to self-employment taxes on those earnings and may not voluntarily pay self-employment tax on those earnings.

or in Less common income / Miscellaneous income / other reportable income (that will show on 1040 line 8 / schedule 1 line z

Enter it in other income not already reported on a form w2 or 1099 / any other earned income - other (showing on 1040 line 1h) since it is earned income.
