Why TurboTax filer habe to wait until mid to late Febuary to receive tax return for the earn income child credit?

Is TurboTax the only one holding the tax return for the earn income child credit until mid to late February?

Turbo Tax isn't holding the returns.  The IRS is

By Law the IRS holds tax refunds until mid-February that include EIC and/or ACTC - https://www.irs.gov/individuals/refund-timing
