I don't think it says that, but it has to ask everyone if they got the Child Tax Credit Advance during the year. In case you got it and have to pay it back.
I didn't receive an option to say no for that, I was only given two questions (about where I mostly lived in 2021 and some question that doesn't apply to me), then the next screen was telling me something about how being a parent is awesome but getting a little tax break helps too. I do have a dependent, but she's my elderly mother, not a child.
