Why does the Oregon kicker not add to the refund?

It is possible you have already reduced your tax liability to $0 through other deductions and credits. You may preview your Oregon return to determine the effect the credit is having on your return:

• From the menu on the left, choose Tax Tools
• Click on Tools
• Choose View Tax Summary
• Again from the left, choose Preview my Oregon Return
• Scroll through your state return to review your taxable income, tax liability, and tax credits applied

The only way this can work automatically is if you import your 2018 TurboTax tax file at the beginning.

Otherwise, enter it manually.
