Why does 2 of my children who are minors did not get a child tax credit?

they have TINs which are given by the SS in lieu of the SSN to be used for tax purposes.

You cannot get child tax credit for a child who does not have a Social Security number now. The rules for CTC have changed in that regard. Instead, you can get the credit for other dependents.
