Why do only 2 of my 3 children qualify for tax credit? They are not claimed by anyone else. No divorce or shared custody. All are under age 17

I;m trying to get my child tax credit.  Two children qualify, the the youngest doesn;t.  I don't understand why.

If your youngest child was born in 2016, be sure to indicate that the child lived with you the whole year in the Personal Info section. (Click the screenshot below for reference.)
