Why did my whole tax check get intercepted for only $20 in child support arrears?

My account only showed as owing $20 in back child support/arrears. I checked the IRS website and it shows as my entire refund being applied to a child support debt. It is my understanding that the amount would only be offset and the whole refund would not be taken. When can I expect the remainder of my refund to be applied to my bank account?
