In December 2021 I mailed a check to state for Q1 2022 Estimate. It is an itemized deduction on my 2021 taxes but there is no place to enter it in the "Estimates and Other Taxes Paid" Section, subgroup "Other Income Taxes". There isn't a line to enter 2022 state taxes.

It depends. What state are you working on?
The estimate tax for 2022 is not due until sometime in 2022, so that means it would be a prepaid tax, and as such is not deductible in 2021. So, you should not enter it on your 2021 tax return.

The problem I have is on the federal return as an itemized deduction. The state is Arkansas, but I don't have a problem there since state taxes are not a deductible item in Arkansas.

Did you send it in Dec 2021 hoping to get a 2021 deduction for it? Did you have a 2022 estimate form for it? Hope they applied it to the right year and not as a 2021 payment. Or do you really mean a 2021 estimated payment that was due Jan 15, 2022? Did you also pay a 4th Qtr estimated for 2021?
I pay my 4th quarter state estimate in Dec to get a current year deduction for it too.
