You can enter your state and local tax refunds from 2017 in the following location: 

1.) Wages and Income

2.) Other Common Income

3.) Refunds Received for State/Local Tax Returns

At the end of this section, TurboTax will ask you if you itemized last year and will determine if this entry is taxable (see screenshot)
