Where do I enter the value in Box 7 Foreign tax paid in 1099-DIV? When entering 1099, TT had no Box 7 available but said it will be handled later.

When you are entering the details of your dividend  income, near the bottom of the screen on the left side there should be a box that says , my 1099-div has more boxes ( or something to that effect). Click that box  and  the screen expands to show more -- enter the Foreign Taxes Paid in Box 7
