is it better for me to list them on line 29 or part of medical expenses if I can then itemize

That depends on the type of health insurance you have:

• Marketplace insurance premiums (aka Obamacare) are entered in the Health Insurance section since they are reported on Form 1095-A
•  COBRA premiums where the policy is in a former employer's name are entered as a personal medical expense 
  
• All other health insurance premiums are entered in the Business section of TurboTax
