Where do/how I deduct expenses for developing bids I did not receive

Had travel expenses, budget development, printing, time writing proposal.

If you were working on bids for your established company, then the expenses you incurred would be deducted just as any other business expense.  You just won't have the corresponding income for the expense to offset if you did not get the bid.
