When I started this years tax return I did not select the "I refinanced in 2016" option. We did refinance though. Do I have to restart or can I add it now?

You do not need to start over, you add that information to your return at anytime while you are preparing it.

If you refinanced last year, you probably have 2 mortgage interest statements. Make sure you add both to the program separately.
