When I do certification to be able do food safety audits for new client I do not get paid for that time can I deduct as an expense?

No, you can't deduct anything from income you never received.  Your tax "reduction" is the fact that you didn't get paid, so you have no income to be taxed on.  You can deduct your ordinary and necessary business expenses (travel, supplies).  You can't deduct the value of your time.
