When I attempt to file my taxes, a pop up says I need to upgrade to deluxe because of a foreign tax credit (Form1116). When I go to forms, no form 1116 is showing, Why?

The form will not be created until you upgrade.

If you qualify you can use one of the  9   IRS FREE FILE options  ... for 2020 your AGI must be $72K or less ...  https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free

If you qualify to use the TT option then you can finish your online return without upgrading to the Deluxe version.
