When filing for 2017 are we to use the new standard deductions or the old...

The 2017 Standard deduction is slightly higher than 2016, so in that sense it is "new".

If you are referring to the tax reform "Tax Cuts and Jobs Act", those enlarged Standard Deductions don't start until 2018 (tax returns filed early in 2019).
