What is Line 16-Tax? What Taxes is it counting?

TurboTax is saying that I am not eligible to electronically file, and one of the things it says is empty is "Line 16-Tax" I want to make sure I'm not skipping out on anything, so what would even go there?

Line 16 is the tax on the taxable income on Line 15. 

Did you enter any income?  Are you reporting only SS benefits?  Or are you excluding all Foreign Earned Income?

If you do not have any income of any kind there is no need or reason to file a tax return.

No.  A stimulus payment is not taxable income.
