What is a "third party" as far as TurboTax usage goes?

My wife and I file jointly and work on the return together. Can she also use my copy of TurboTax on her PC?

Yes, she would not be considered a third party.  She's an original owner, being your spouse, and can use your copy.

How far down the family chain does this go? Can my adult children use it? Can other relatives in the same household use it?

Yes,it's perfectly okay for other members of your family to use it.  It should be limited to those in your household though.
