What are the steps for completing form 2210 and schedule AI for reporting uneven quarterly investment income?

I would like to pay the estimated tax for each quarter the income actually occurred in rather than averaging it across all quarters. What are the steps involved in form 2210 and schedule AI in TurboTax Premier?

You have the option to report withholding in the period it was actually withheld, not Estimated Tax.

Estimated tax you always report the date you paid it.

I earned more on investments than I anticipated and had to pay an additional amount over my withholding. How can I avoid making quarterly payments? What are the penalties for not making quarterly payments?
