We upgraded our HVAC and it required upgraded electric circuit (enabling property), TT wants QMID, but was told not required for electric panel/circuits?

"Simple" breaker / wire / outdoor box upgrade to support new heat pump. Square D (panel/breaker) never submitted for one. Was told not QMID not required for electric upgrades anyway, but TT wants an entry.

We have seen this report but need help investigating.  Can you please go to the Help or Support menu, select "Send file to agent".  This will upload an anonymous version of your file to the tech support database and give you a token number.  Post the token number here in the replies so that support knows which anonymous tax file goes with this complaint?  Thanks.

I have spent a lot of time researching this topic and it seems there is a lot of confusion.  The IRS instructions indicate QMID is required for enabling property which is pretty black and white, but I have yet to find any wire, circuit breakers, panels that have a QMID.  Likely there wasn't a lot of inertia to spend money and time completing the process when there were clear indication that the republicans were going to kill the credits.

From the IRS webpage:

"Enabling property.

A new line was added to document the required relationship between enabling property and enabled property."

 

I am pretty sure there wasn't a lot of deep thought on "does a length of wire, a circuit breaker, and outdoor disconnect really need a QMID"?  That would be a very expensive endeavor for "minor" equipment.  The fact is that my heat pump would be a brick without the "enabling" property.

You need to spell out some of the numbers so the software doesn't think you are posting a persona phone number or SSN.  Or, take a screenshot and upload it as a picture.

Wow, what a PIA.  I noticed it removed a string of numbers where it said "removed product key":  That number is:  FIVE*SEVEN*abcd*THREE.   Ignore the "abcd". that is my attempt to get you those numbers.

You have to provide a letter code for what type of property you installed that needed a panel upgrade (A for windows and skylights, B for central A/C, etc.).  Then you have to provide the QMID for the enabling property.  That's not a new QMID for the panel, it is the QMID for the equipment that required the panel -- that's the "enabling property."

Thank you for providing the token number, @PBG2023. Please take a look at the screenshot that @Opus 17 shared and let me know if that resolves your issue. If you are still having a problem, can you please share a screenshot of where in the program you are being required to input a QMID for the electrical panel? Thank you!

Nope, I was wrong.  The electrical equipment is the enabling property because it enables the other property that has the electrical load.  

 

The maker of the panel board or other electrical equipment is required to get a QMID, even if they don't make the energy efficient property.  But if the credit had continued where manufactures had to assign a full 17 digit pin to their efficient property, makers of enabling equipment would still only need the QM number. 

 

(The issue you raise was addressed in the rulemaking process.  The IRS recognized that makers of electrical equipment were unlikely to register everything single possible component.  However, the law still requires a qualified manufacturer number, so the regulations allow the enabling equipment manufacturer to register once and provide their QM number but not a unique number for each item.)

 

 

"(5) Special Requirement for Manufacturers of Enabling Property. A manufacturer that produces enabling property must follow the registration, application, and written agreement process described in this section 4, even if the manufacturer produces no other type of specified property, despite modified requirements with respect to enabling property elsewhere in this revenue procedure."

 

The manufacturer of electrical equipment that would be used as the "enabling property" is still required to register and get a QM number (qualified manufacturer number) but they are not required to assign a unique 17-digit PIN to every item of property (which makers of Heat pumps etc. would have been required to do beginning in 2026, if the credit had not been canceled.)
