We take the standard deduction every year, no itemization. But in the income section, it's claiming we received a state/local tax refund of $259. What is this?

If you received a refund, the program may carry it over to this year. Click EDIT next to that income and it should ask if you Itemized on the 2017 return, and eliminate it as income, or you can delete it.
