There are NOT any significant changes with the dependent care credit for 2019.
It is possible that earning less money in 2019 could disqualify you for the Dependent Care Credit. This is because the Dependent Care Credit is non-refundable (which just means that the credit can only offset tax you owe).
Accordingly, if you earn less money and owe less tax as a result, there is less of an opportunity to claim a credit.
Unfortunately, we don't have access to your tax returns on this forum, so I don't have all your details, but I suspect that is what is occurring with your tax return.
