The energy credit for these items expired in 2016. 

The credit for solar electricity and solar water heating property continues through 2021, with reductions in the credit beginning in 2020.

My home improvements qualify but the turbo tax program isn't giving me an option to add them?

AGAIN ... there is nowhere to enter them since the credit was not extended.
