I have been thru the deductions section several times, answering "no" to the query about personal property taxes, but can't get rid of the figure.

There are two ways to correct this.
First, go back through Personal Property Taxes. This time say "yes" you did pay personal property taxes. On the next screen if there's an amount in the box, remove it.
If that doesn't work, since you are using a desktop version of TurboTax, you can use Forms Mode to review and delete any forms that have been created. Go to Forms in the upper right hand corner of your screen, then select the Tax and Int Worksheet in your return. See the personal property tax entered on line 3b, and remove it.
