We moved to Canada in august 2018, should I pur 'Foreign' for resident state? We do have green card 'frozen' for 2 years and received confirmation in Sept 2018.

Yes, you should enter that your state of residence on December 31, 2018 was Foreign Country (last choice on drop down for state)

Then enter that you lived in another state in 2018.
