If one owner claims 100% of the mortgage interest and property taxes, can the other claim the standard deduction?

Yes, if you are not married, you can decide to take the itemized or standard deduction on your individual tax return.

@16df  the restriction of using the same type of deductions ( standard or itemized ) is applicable  ONLY to  Married (/ considered married ) filing Separate -- whether  they are co-owners of a home is not material.
