Are you self employed or did you take any Advance Premium Tax Credit on Form 1040? It would be on Schedule 3, Line 9. Your subtraction for medical premiums (Line 6 of Sched SB) is the lesser of:
Check your entries on the additions to and subtractions from your federal adjusted gross income for typos. If you have high subtractions, this could lower or eliminate the amount of your medical insurance subtraction.

I don't believe any of your exceptions apply.
Still don't know why ln 6 of WI Form SB is blank.
Are you using the online or desktop version of TurboTax? If you are using the desktop version of TurboTax, click on your forms mode, scroll down to the state section and then look for Medical Care Worksheet 2. If this is blank, then it means something hasn't been entered or transferred.
If you are using the online version and have already paid, then you can view your pdf file to look for the worksheet.
Have you entered your Medicare Premiums in your SSA-1099 or did you enter them somewhere else? There is a screen that asks for premiums paid for medical insurance. Did you enter them on that screen? If not, then go back through your Wisconsin State return answers and enter the Medicare Premiums.
I still don't understand what I did wrong but it doesn't really matter because I used a CPA for my taxes this year for some capital gain reasons. The TurboTax this year was mostly for some end of year planning.

FYI, I've come across other problems with WI Schedule SB, form 1, so heads up!! See below:
2/20/22: WI Schedule SB, form 1 NOT WORKING CORRECTLY. On one return, the LTCi premiums from Easy Step were carried into line 7 on WI Sch. B, BUT ALSO into line 6. That is, the "Additional medical insurance premiums" and SSA-1099 Medicare B premiums that were noted in the Easy Step section were NOT correctly imported into line 6, but replaced with the same number as line 7!! This alerted me to check another (alread-filed) return, no "Additional medical insurance premiums" were transferred to line 6. So, now I'll have to file a printed amended return :( And I'll have to review previous year's returns, too, in case this is a carryover glitch.
