Double-check your entries in TurboTax. You may have answered a question differently.
I can't tell you what the difference is between TurboTax and your calculation without seeing your TurboTax account and your hand-calculated Form M1PR.
You can file for your Minnesota property tax refund on the Minnesota Department of Revenue's website. If TurboTax said you don't qualify, TurboTax will not send or print a Form M1PR so you don't have to worry about a duplicate filing.
Filing for a Property Tax Refund
Out of curiosity, do you already have your Property Tax statement? Most counties don't issue it until around March (or even April). Or you are just estimating?
I was using the proposed increase. I have been submitting the Property Tax Refund in February in the past; is it possible that the TurboTax app is smart enough to recognize the date and not allow submissions yet?
Unfortunately, TurboTax did not retain a copy of the M1PR Property Tax form, so I cannot go back and review it to see if there were errors in my entries. The entire form is missing from my downloaded document!
