Turbo Tax made an error on form 8889 line 13. Line 13 says to take the smaller of line 2 or line 12. In my case line 2 is smaller than line 12 but it enters the figure in line 12. This impacts my AGI. Line 13 is not changeable on the form. How do I correct this so I can send in an amended return for state?

It is likely that TurboTax is correct, even if the form is apparently misleading.
Did you have a carryover from 2016 to 2017 of an excess contribution to your HSA? If so, your carryover is treated as a "personal contribution" for 2017.
Because the form is marked for line 2 to have only personal contributions made in 2017, the 2016 carryover is an invisible part of the amount on line 2 and so your actual line 2 amount is greater than it appears to be. Add your 2016 carryover to what you see on line 2 and see if this value is larger than line 12 - in this case, line 12 would be the smaller number.
Also note: the question in TurboTax in the HSA interview is "Did you 'overfund' your HSA in 2016?" What the question is really asking is, "Did you carry over an excess contribution to 2017?". If in early 2017, you withdrew your excess 2016 contribution before the due date of the return, you "cured" the excess and should NOT report it on your 2017 tax return.
IRS said it was an error on my 2020 return, adjusted my return, and sent a calculation update letter. Other posts seem to indicate it is actually IRS error because I should get deduction for past over the limit contribution.
