Turbo Tax is asking me to enter information on Line 18 Wkst, Line A1. I don't have any HSA accounts. Only FSA. Why would it ask me to enter information on line 18?

I am not sure what this worksheet refers to, but if it is the Line 18 Smart Worksheet A1 (total HSA contribution in 2016), then, yes, the software thinks that you have an HSA.
Often this happens when a taxpayer has an entry on their W-2 in box 12 with a code of W, which means that the taxpayer's employer is contributing to the HSA.
But since you have an FSA, it is indeed unlikely that you have an HSA.
First, at the start of the HSA MSA Contributions interview, did you check HSA or MSA or Medicare Advantage MSA? (sorry, I had to ask).
Please go to Tax Tools on the left, then navigate to Tools->Delete a form.
Delete the form 8889-T (if you are the primary taxpayer, or 8889-S for your spouse).
Go back to Delete a form and see if 8889-T is gone. If not, there is something else telling TurboTax that you have an HSA.
Continue your return and see if the message reappears.
If it does, then go back and copy down on paper (unless you have the original) your W-2, delete your W-2, then re-add the W-2 by hand, then go back to Tax Tools and delete the 8889-T.
Now see if the message goes away.
