To recalculate your EIC does your income just have to be less that 2016 or less PLUS home in a hurricane area. Turbo tax page isn't clear.

To recalculate your Earned Income Credit (EIC or EITC), your earned income for 2017 must be less than it was for 2016 AND your principal home must have been in a hurricane disaster area.

Thus, in order to qualify to recalculate your earned income credit using your 2016 income, you must be able to satisfy all 3 bullets on the Do you qualify under these provisions? screen.
