The tax code changes were signed into law in December of 2017 before any 2017 tax return could have been filed. A 2017 tax return using TurboTax could not have been e-filed until after January 1, 2018. The IRS did not officially start accepting any type of 2017 tax return until January 29, 2018.
The tax code changes only had a minimal effect on the 2017 tax returns. The TurboTax program for tax year 2017 already has those minimal changes incorporated into the software when you file the 2017 tax return.
The vast majority of the tax code changes are effective in tax year 2018 and beyond.
